A change in energy status occurs when a space previously not requiring heating or conditioning, like a garage or workshop, is designed to become a heated or cooled living area. This often happens alongside material changes of use, where the space's primary function is transformed into a dwelling.

For example, converting a garage into a habitable room would necessitate both a change in energy status (requiring heating/cooling) and a material change of use (becoming a living space). Requiring SAP Calculations in such situations ensures new dwellings, regardless of their previous use, meet energy efficiency standards.
